Project Manager/Leader – Large Complex Multi-Stakeholder Projects | Iterative Delivery | Critical Thinking | Risk & Issue Management

Title Project Manager/Leader Description NOTE: Assignment Type: This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location. Extension/Amendment Attestation: Extensions are permitted only to the extent of unused contract days and/or remaining contract funds. No additional funds will be added beyond the maximum contract value, including any extension options set out in the original SOW. Responsibilities: Provides project management on large scale, complex, high profile and high risk projects for OPS I&IT initiatives. Ensures project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks. General Skills: Leads organizational development, strategy development, business planning, and Ministry funding requests. Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan. Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met Experience developing and managing project schedules, deliverables, and scope Ability to promote I&IT project management best practices and adherence to standard methodologies Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants. Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met. Develops complex project budgets based on multiple funding channels and cross ministry dependencies. Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals. Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed. Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers. Establishes and participates in steering committee and stakeholder forums Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels. Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out. Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources. Awareness / knowledge of emerging I&IT trends and directions Ability to adapt to changing trends, leverage emerging tools and methodologies, and effectively lead projects to success in today’s dynamic IT landscape Desirable Skills: Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge Knowledge and understanding of Information Management principles, concepts, policies and practices Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards Ability to make recommendations on the acquisition of software, hardware, and technology resources Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness Ability to identify conflict between project and functional areas and develops responses to successfully address conflict Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas Skills Experience and Skill Set Requirements Project Management Skills · Demonstrated experience leading and coordinating large, complex, multi-stakeholder projects · Demonstrated experience in developing executive-level briefings, presentations and status reporting · Significant experience in coordinating a large team and ensuring knowledge is shared amongst team members · Extensive complex project management and delivery experience with both IT and business aspects/attributes · Experience developing and managing project schedules, deliverables, and scope · Ability to prioritize workload, demonstrate critical thinking, identify problems, develop and implement solutions · Demonstrated project issue and risk management experience for high-risk, high-profile and complex projects · Demonstrated experience directing project development teams to ensure project deliverables are delivered on time and adhere to government and ministry standards 40 Technical Skills · Experience managing a project following an Iterative project delivery methodology · Knowledge and understanding of Information Management policies and practices · Experience in identifying barriers and required success factors for effective integration or collaboration · Knowledge of standards for health care data exchange, in particular Fast Healthcare Interoperability Resources (FHIR) and SmileCDR · Knowledge of and experience integrating solutions with Electronic Medical Records (EMR) and Hospital Information Systems (HIS) · Experience working with containers and container orchestration tools such as RedHat Openshift or Kubernetes · Experience developing and consuming RESTful APIs · Experience with the following languages/frameworks: Java frameworks such as Spring Boot and Quarkus, Angular, JavaScript/TypeScript, HAPI FHIR, Node.js, YAML, ELK Stack 30 Communication Skills · Superior verbal and written communication skills to effectively inform executive decision-making and to report status to corporate governance bodies including group facilitation skills, experience in preparing reports, proposals, briefing materials, presentations, and other communications · Strong consulting skills to engage with stakeholders · Strong customer service orientation to ensure needs of clients are effectively met · Demonstrated team player with excellent multi-tasking abilities and a proven track record for meeting strict deadlines 20 Healthcare Experience · Demonstrated experience in a healthcare or clinical context · Demonstrated experience supporting stakeholder engagement activities, particularly in a healthcare context · Demonstrated experience with the privacy and security requirements of software development in a healthcare or clinical context. 10 Must Have: · Demonstrated experience leading and coordinating large, complex, multi-stakeholder projects · Ability to prioritize workload, demonstrate critical thinking, identify problems, develop and implement solutions · Experience managing a project following an Iterative project delivery methodology

Lead large-scale, complex I&IT projects for the OPS, ensuring deliverables meet business requirements on time and within budget. Manage multi-stakeholder relationships, project budgets, and risk mitigation strategies at a senior executive level.

Requires extensive experience leading complex multi-stakeholder IT projects using iterative delivery methodologies, specifically within a healthcare context. Must possess strong technical knowledge of FHIR, EMR integration, and container orchestration tools.
