Project Manager/Leader Senior Description Manage, oversee, track, and update large complex projects (schedule, risks, deliverables). Lead executive governance, reporting, and decision-support activities by synthesizing technical, operational, and stakeholder information for senior government decision-makers. Provide strategic leadership and advisory services for the Public Safety Radio Network (PSRN) program: engagement, risk management, issue resolution, and cross-project coordination. Work with project team to ensure successful PSRN delivery. Skills & Experience Develop executive project briefings, status reports, and dashboards with short turnaround times. Partner with GMCB managers and project teams to create integrated reporting. Develop detailed project plans (resources, timelines, budgets). Manage monthly governance cycles: collection, editing, and new material development. Synthesize reporting across committees and senior management. Manage deliverables and dependencies across multiple projects. Identify, communicate, and mitigate risks/issues to ensure efficient delivery. Build strong relationships with project teams and leadership. Present ministry-specific dashboards, reports, and collateral for OPS Executive committee. Communicate risks/issues with mitigation options through PSRN governance committees. Work with senior managers to define clear implementation plans and monitor progress. Develop financial management materials and transition/migration strategies. Provide communication material for network implementation. Manage governance committee material and terms of reference. Security clearance required. Must Have: 5+ years senior leadership in large-scale, multi-year, complex technology projects; advanced project management across all phases; strong executive communication; OPS/government experience. Criteria Ratings (Total 100) Communication & Relationship Management (35 pts) Excellent written/verbal communication; politically astute. Coordinate tasks, engage staff, monitor progress, communicate milestones. Build trust with senior partners; effective facilitation and consultation. Experience with executive offices, discretion, and business acumen. Strategic advice on sensitive issues with diplomacy and judgment. Program Management Skills (25 pts) Lead governance cycles, develop materials, recommendations, decision packages. Provide strategic advice/options analysis to executives. Manage workload with senior officials. Lead strategic planning across multiple projects. Integrate vendor commitments into reporting. Manage interdependencies and contract deliverables. Identify/evaluate risks, recommend mitigation. Maintain project artefacts (plans, notes, change requests). Direct business and technology/infrastructure teams. Public Sector Experience (20 pts) Senior leadership in large, complex projects. Knowledge of governance models; manage multi-stakeholder teams. Build relationships in public safety environments. Provide strategic advice to executives and committees. Analytical & Problem Solving (20 pts) Identify risks/issues, perform analysis, develop options/recommendations. Document issues, gaps, and develop mitigations. Explore cross-team opportunities for improvement. Synthesize technical, operational, financial, and stakeholder info for decision-making. Knowledge Transfer Deliverables, artefacts, processes, stakeholder tools (RACI). Documentation via SharePoint, team meetings, 1:1s.
