Position Title: PROJECT MANAGER- IT and RIM (2-Year Contract) Reports to: Director, Information Technology Job Overview Reporting to the Director, Information Technology, the IT Project Manager - IT and RIM will lead the planning, coordination, and delivery of technology projects and enterprise application implementations for the Haisla Nation Council. The initial focus of this role will be the planning and implementation of the Records and Information Management (RIM) Program, including the selection and adoption of an Electronic Document and Records Management System (EDRMS) to support the program. The Project Manager - IT and RIM will work closely with leadership, departments, records management staff, consultants, and external vendors to establish records governance, classification standards, retention schedules, privacy controls, and information management processes. Working with leadership, business units, technical teams, consultants, and vendors, the Project Manager - IT and RIM will lead project planning, stakeholder engagement, procurement coordination, risk management, and change management activities. The role is responsible for coordinating project deliverables, managing scope, timelines, resources, and budgets, and ensuring projects remain aligned with approved objectives and governance requirements. The successful candidate will demonstrate strong leadership, communication, and relationship management skills while delivering well-structured project outcomes across multiple stakeholder groups. In addition to the RIM initiative, the position will support other priority IT, digital transformation, and enterprise application projects as assigned. Duties & Responsibilities Project Management & Delivery: * Lead and manage multiple IT projects and application implementations from project initiation to completion. * Develop and maintain detailed project plans, schedules, timelines, resource plans, budgets, and project documentation. * Ensure project deliverables are completed on time, within scope, and aligned with organizational objectives. * Monitor project progress, identify risks and issues, and implement mitigation strategies. * Coordinate project meetings, status updates, reporting, and presentations for leadership and stakeholders. * Utilize project management methodologies, scheduling tools, and Gantt charts to track milestones and deliverables. * Take ownership and ensure accountability throughout all phases of project execution. Stakeholder Engagement & Business Collaboration * Liaise with business units, departments, leadership, technical teams, and external partners to gather and document business and technical requirements. * Ensure stakeholder requirements are clearly communicated, validated, and implemented throughout the project lifecycle. * Build and maintain strong working relationships with internal and external stakeholders. * Facilitate workshops, meetings, and consultations to support project planning and decision-making. * Provide clear, professional, and timely communication regarding project status, risks, and outcomes. Contract & Vendor Management * Assist with procurement processes, vendor evaluations, and contract administration activities. * Coordinate and manage relationships with external vendors, consultants, and service providers. * Monitor vendor performance and ensure compliance with contractual obligations, project timelines, and service expectations. * Review project deliverables and support contract negotiations and renewals where required. Technology Planning & Implementation * Coordinate the planning and implementation of Records and Information Management (RIM) initiatives and Electronic Document and Records Management Systems (EDRMS). * Coordinate and oversee activities related to records classification, taxonomy, metadata standards, retention schedules, records lifecycle management, privacy controls, and information governance practices. * Coordinate electronic records migration, digitization, testing, user adoption, training, and change management activities associated with RIM implementations. * Manage project scope, timelines, resources, vendors, stakeholders, risks, and deliverables to ensure successful project outcomes. * Ensure project deliverables align with applicable legislation, organizational policies, governance standards, and approved project objectives. Administration & Reporting * Maintain accurate and up-to-date project documentation, including project plans, schedules, meeting minutes, risk and issue logs, decision records, and other governance artifacts throughout the project lifecycle. * Prepare and present regular project status reports, dashboards, and executive summaries for management, leadership, and key stakeholders. * Support strategic IT planning activities and contribute to the development and ongoing refinement of long-term technology roadmaps and digital transformation initiatives. * Lead and/or contribute to post-implementation reviews and lessons learned sessions to identify successes, challenges, and opportunities for continuous improvement. * Other related duties as requested by the Director, Information Technology. Skills & Qualifications * Bachelor’s degree in Business Administration, Project Management, Information Technology, Computer Science, or a related field. * Project Management Professional (PMP), Agile, Scrum Master, or PRINCE2, certification is considered a strong asset. * Minimum 5 to 7 years of experience leading and delivering multiple IT projects and enterprise application implementations. * Experience leading or supporting Records and Information Management (RIM), Electronic Document and Records Management Systems (EDRMS), document management, information governance, digitization, or records modernization initiatives is strongly preferred. * Knowledge of records lifecycle management, records classification, retention schedules, privacy requirements, information governance, and user adoption principles is considered an asset. * Demonstrated experience with full project lifecycle management, including planning, scheduling, implementation, monitoring, and project close-out. * Strong experience in stakeholder management, requirements gathering, business analysis, and cross-functional collaboration. * Experience with contract management, vendor coordination, procurement processes, and service agreements. * Strong knowledge of project management methodologies, scheduling practices, and project tracking tools including Gantt charts. * Experience leading enterprise application implementations and technology initiatives. * Excellent organizational, analytical, problem-solving, and decision-making abilities. * Strong leadership, accountability, and ownership mindset with the ability to manage competing priorities and deadlines. * Exceptional interpersonal, verbal, written, and presentation communication skills. * Ability to professionally engage with leadership, staff, community members, vendors, and external partners. * Experience working for a band government or Indigenous organization is considered an asset. * Ability to work evenings, weekends, and holidays as required. * Valid BC driver’s license and own vehicle is an asset. * Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).
