Starlight Investments, in conjunction with WP Osborne Executive Search, is seeking a Senior Project Manager to join their Capital Expenditures, Canadian Residential division. Senior Project Manager, Capital Expenditures The Senior Project Manager is accountable for the end‑to‑end delivery of capital expenditure projects across a portfolio of multi‑residential properties in the Greater Toronto Area. This role collaborates closely with tenants, property managers, architects, consultants, contractors, and regulatory authorities to ensure seamless planning, design, construction, occupancy, and project closeout. The Senior Project Manager oversees budgets, schedules, procurement, quality, and risk management for a diverse and dynamic project portfolio. Planning Define project requirements—including scope, deliverables, budgets, schedules, milestones, priorities, quality standards, risks, and constraints—in collaboration with Asset Management and key stakeholders. Identify project risks, conduct feasibility assessments, and propose/implement mitigation and contingency strategies. Ensure adherence to project qualification processes and governance requirements. Confirm that engineering and design resources are available and capable of meeting stakeholder expectations. Conduct pre‑construction site walk‑throughs with contractors. Complete the tendering process, including bid analysis, sourcing, negotiation, and contract award recommendations. Implementation Oversee project execution, providing leadership and direction to meet milestones, schedules, and overall project objectives. Ensure compliance with corporate governance, policies, procedures, and standards. Evaluate and implement change requests, assessing impacts and securing necessary approvals. Maintain consistent communication through meetings, reports, and documentation to keep stakeholders informed. Manage project administration activities including document collection and coordination with project support staff to ensure accuracy, timeliness, and coordination of all relevant documentation. Update project status, progress photos, and reporting on a weekly and monthly basis. Review and approve contractor and vendor invoices. Interpret and apply project‑related documents such as contracts, leases, work letters, charters, surveys, and drawings. Monitoring / Closing Track project performance against approved budgets, timelines and objectives; Reforecast budgets and schedules as required. Report on project status, issues, resolutions, and variances while creating action plans to maintain alignment to project goals. Continuously improve cost reduction initiatives. Lead deficiency inspections, prepare detailed deficiency reports, and coordinate contractor resolution. Qualifications The successful candidate will possess a minimum of 5 years of project or construction management related to multi-residential real estate; knowledge of building systems and ability to read and understand architectural and building construction drawings; knowledge of MS project, leases, contracts and construction practices, as well as well-developed analytical, communication and problem-solving skills with the ability to think strategically to resolve issues. Frequent travel to various sites across Greater Toronto is a requirement of the position, so a valid driver’s license and a personal vehicle are required.
