Our client is seeking an experienced Senior Project Manager / Project Leader to lead large-scale, mission-critical digital transformation initiatives within the Ontario Public Sector. This role requires an accomplished project management professional with extensive experience delivering enterprise IT solutions, cloud-based applications, and business transformation projects in complex healthcare environments.
The successful candidate will oversee the complete project lifecycle, manage cross-functional teams, engage senior executives and stakeholders, and ensure projects are delivered on time, within scope, and on budget while adhering to Ontario Public Sector (OPS) project management methodologies.
Key Responsibilities
Lead the planning, execution, monitoring, and successful delivery of complex enterprise IT and digital transformation projects. Develop and maintain Integrated Project Plans (IPP), schedules, timelines, budgets, resource plans, and project documentation. Manage project scope, risks, issues, dependencies, change requests, and critical path activities. Coordinate multidisciplinary teams including Business Analysts, Developers, Architects, QA/Testers, and external vendors. Provide executive-level project status reporting, dashboards, and presentations. Ensure compliance with OPS Unified I&IT Project Methodology, governance frameworks, and healthcare standards. Facilitate stakeholder meetings, steering committees, and executive governance forums. Drive business transformation, organizational change management, and adoption strategies. Oversee project financials including forecasting, budgeting, reconciliation, and fiscal accountability. Work closely with business and technical teams to translate business requirements into successful technology solutions. Identify project risks early and implement mitigation strategies to ensure successful delivery. Support knowledge transfer, project closeout activities, and continuous improvement initiatives.
Must Have
10+ years of Project Management experience delivering large-scale, mission-critical IT and digital transformation projects. 10+ years of experience managing enterprise web applications, cloud-based services, APIs, and systems integration projects. Strong experience managing projects involving Full Stack Java and/or Microsoft .NET technologies. 7+ years of Agile Project Management experience, including Scrum, sprint planning, backlog management, velocity tracking, retrospectives, and Agile delivery. Extensive experience managing projects through Waterfall, Agile, DevOps, or Iterative SDLC methodologies. Experience using project management tools such as MS Project, Jira, Planview, or Azure DevOps. Experience delivering cloud-based solutions using technologies such as Microsoft Azure, OpenShift, Kubernetes, Docker, IBM Cloud Pak, Red Hat, or Solaris. Strong expertise in project planning, budgeting, forecasting, risk management, issue management, stakeholder engagement, and executive reporting. Experience leading cross-functional teams including Business Analysts, Developers, Architects, and QA professionals. Exceptional communication, leadership, negotiation, and stakeholder management skills.
Nice to Have
Project Management Professional (PMP) certification. Scrum Master certification. Experience delivering projects within Ontario Public Sector or broader public sector organizations. Healthcare industry experience with provincial or federal healthcare providers. Knowledge of Digital Health standards, including HL7 FHIR. Experience with OPS Unified I&IT Project Methodology, Enterprise Architecture, and Gating processes. Familiarity with GO-ITS standards, FIPPA, MFIPPA, and PHIPA. Experience with business process transformation, re-engineering, and change management. Experience facilitating JAD sessions, User Stories, Epics, and Agile requirements management. Recent CRJMC or Government Security Clearance.
