Context
Reporting to the workstream Design Director and working in close collaboration with discipline leads, system engineering teams, civil infrastructure, rail systems, procurement, and project controls, the Technical Specifications Coordinator will lead the development, coordination, integration, and quality assurance of technical specifications across the High-Speed Rail (HSR) programme.
This role is responsible for ensuring consistency, completeness, traceability, and compliance of technical specifications across all engineering disciplines and project packages, from concept development through procurement and delivery.
The Technical Specifications Coordinator will act as the central focal point for technical specifications management, ensuring alignment between project requirements, design outputs, procurement strategies, regulatory obligations, and lifecycle performance objectives.
Missions/Main Duties
Specifications Leadership and Governance
Establish standards, templates, and governance processes for the preparation and control of technical specifications across all project packages. Ensure consistency in specification structure, terminology, performance criteria, and document quality across all disciplines. Define specification development workflows, review cycles, approval processes, and document control requirements. Support implementation of configuration management and change control processes for specifications. Ensure technical specifications remain aligned with project requirements, baseline decisions, and design maturity. Coordinate specification activities across: Stations and/or Operations and maintenance facilities Civil infrastructure Track systems Rail systems Utilities and interfaces Development and Coordination of Technical Specifications
Lead the preparation, consolidation, and coordination of technical specifications across project phases. Support discipline teams in translating design intent into clear, measurable, and procurement-ready technical requirements. Coordinate with engineering leads to ensure specifications properly reflect: Functional requirements Performance requirements Safety requirements Operational requirements Maintainability requirements Sustainability objectives Ensure compatibility and consistency between: Technical specifications Design drawings Design reports Interface registers Requirements databases Identify specification gaps, overlaps, inconsistencies, or conflicting requirements and drive timely resolution. Standards, Codes, and Regulatory Compliance
Ensure specifications comply with applicable: Canadian codes and standards CSA standards Transport Canada requirements Provincial regulations Environmental requirements Safety and accessibility requirements Support interpretation and application of international railway standards where applicable. Maintain awareness of evolving industry standards, technical innovations, and regulatory changes relevant to HSR. Provide technical guidance to teams regarding standards implementation.
Procurement and Tender Support
Support procurement teams in developing specification packages for tender. Ensure specifications clearly define: Scope boundaries Technical requirements Performance criteria Acceptance criteria Testing and commissioning requirements Interface responsibilities Support technical clarifications during procurement. Participate in: Bidder technical reviews Tender clarifications Technical proposal evaluations Contract documentation reviews Ensure specifications support fair competition and technical risk mitigation. Quality Assurance and Continuous Improvement
Conduct quality reviews of technical specifications before issuance. Verify consistency between specifications and design deliverables. Support internal technical audits and lessons learned exercises. Identify opportunities for standardization, simplification, and continuous improvement. Maintain a centralized library of approved specifications, templates, and technical references. Support knowledge sharing across engineering teams.
Digital Integration and Data Management
Coordinate integration of specifications with: Requirements management systems Document management platforms BIM and digital engineering tools Asset information models Digital twin systems Ensure specification data is properly structured for future operations and asset management use. Support traceability between requirements, specifications, verification, and acceptance criteria. Profile/Skills
Experience & Technical Competencies
The Technical Specifications Coordinator shall have the following qualifications and experience:
Accredited degree in Architecture, Engineering, Construction Engineering, or related discipline Professional Engineer (P.Eng.), Registered Architect, CSC certification, or eligibility considered an asset Bilingual (English/French) preferred Minimum 10+ years of experience in technical specifications, engineering design coordination, or major infrastructure projects Experience in rail, transit, transportation, buildings, or complex infrastructure projects preferred Experience preparing technical specifications for large multidisciplinary projects Experience supporting procurement and contract documentation Experience with Design-Build, Alliance, or PPP delivery models is considered an asset.
