About the role
We are looking for a Project Manager for a 12-month contract position, with possible extensions in Victoria, British Columbia. Must be legally entitled to work in Canada.
This position has a hybrid work arrangement. Work schedule is Monday to Friday, 8:00AM – 5:00PM (PST), 35 hours/week.
Role Description Our client is looking to acquire the services of a Project Manager – Level 1 to oversee a number of Engineering/Public Works Operational Technology Projects as well as Public Safety & Meeting Room Technology Projects. The projects include further planned upgrades to the organization’s SCADA systems, Waste Management Systems, Field Devices Expansion, Meeting/Conference Room Technology, and Operations Centre buildouts.
The successful candidate will work with multiple departments including IT, Public Works/Engineering, Fire Rescue, Facilities, and both internal and external stakeholders to coordinate the delivery, adoption, and acceptance of these system and technological enhancements. Key Responsibilities Develop and maintain project charters, master project plans, risk analyses, and risk management plans. Coordinate municipal, business, and technical resources to support the successful delivery of project objectives. Define, monitor, and manage project scope throughout the project lifecycle. Administer project change control processes, ensuring proposed changes are documented, assessed, communicated, and understood by relevant stakeholders. Manage project timelines, budgets, quality standards, risks, dependencies, and communications. Collaborate effectively with cross-functional teams, stakeholder groups, project sponsors, and leadership, including in situations involving competing priorities or differing interests. Prepare and present project governance materials, including status reports, dashboards, issue logs, risk registers, and project updates for the Senior Project Manager and IT leadership. Identify, escalate, and support the resolution of project risks, issues, and delivery constraints. Support implementation planning, change management activities, and the transition of project deliverables into ongoing operations. Contribute to strategic communications, organizational change management, stakeholder engagement, and training plans. Ensure end users and key stakeholders are appropriately engaged, informed, and involved throughout the project.
Qualifications 2-year certificate in Computer Science, Engineering, e-Commerce or related field, or equivalent combination of education and experience. Project Management certification or designation (e.g. CAPM, PgMP, PMP) is an asset. More than five (5) years of experience working on IT projects. More than two (2) year as a designated Project Manager. Proficiency with project management and collaboration tools, including Microsoft Project, Microsoft Teams, PowerPoint, Excel, and related technologies. Experience preparing and presenting project governance materials, including status reports, dashboards, issue logs, and risk registers to the Senior PM and IT leadership team. Experience supporting change management, implementation planning, and operational transitions as required. Experience supporting strategic communications, organizational change management, stakeholder engagement, and training plans to ensure end-user and stakeholder involvement. Proficiency supporting projects of varying sizes and complexity (some greater than $1M in value, some longer than 1 year in duration) in a public sector environment. Experience providing project status reports to direct reports (IT Portfolio Managers and Senior Project Managers). Knowledge of and ability to work with IT Security, Privacy, and Records Management teams to ensure data security and privacy standards are being adhered to. Experience working with Microsoft M365 (OneDrive, Outlook Cloud, SharePoint, PowerBI, Visio, Teams). Asset Management Program systems experience is an asset. SCADA and other Operational Technology (OT) systems experience is an asset. Experience with distributed cloud initiatives: IaaS, PaaS, SaaS is an asset.
