About the role

PAL Aerospace is proud to partner with SkyAlyne, the prime contractor for the Future Aircrew Training (FAcT) Program—Canada’s next-generation training initiative for the Royal Canadian Air Force (RCAF). This transformative program will redefine how Canada trains its pilots, Air Combat Systems Officers (ACSOs), and Airborne Electronic Sensor Operators (AES Ops) through a powerful blend of live flying, advanced simulation, and classroom instruction.

Reporting to the Vice-President of Supply Chain & Logistics, PAL Aerospace is searching for an experienced Strategic Sourcing Manager to join our team at our Ottawa, ON, Toronto, ON, or St. Johns, NL location. This is an individual contributor role who will be required to work collaboratively with multiple departments to lead the supply chain activities for the FAcT Program.

Duties and Responsibilities:  

  • Oversee the PAL procurement process and execute the strategic procurement plan for the FAcT program through initial build and in-service-support phases.

  • Oversee the procurement scope to support aircraft missionization, Accepted Maintenance Organization (AMO) set-up and in-service support, training, flight operations and corporate goods and services.

  • Lead strategic bid processes to capture savings on key spend areas. 

  • Develop and manage competitive bid processes on major sourcing initiatives.

  • Lead negotiations on key contracts to execution and administer contracts through in-service-support period. 

  • Ensure appropriate prime contract requirements are flowed to suppliers, as required

  • Optimize Industrial Technological Benefits and Value Proposition(ITB/VP)through qualifying procurement areas. 

  • Ensure ITB-qualifying purchasing areas meet the approval process to maximize ITB credits. 

  • Develop Indigenous partnerships and source goods and services in support of the Indigenous Participation Plan.

  • Document the physical supply chain process, workflows, system flows, roles, and responsibilities in accordance with ISO 9001:2015 standards.

  • Support the development of documentation required within the Program, as required.

  • Ensure process compliance across affected departments. 

  • Ensure appropriate Program financial tracking mechanisms are implemented and adhered to through the procurement process.

  • Develop and maintain strong vendor relationships.

  • Manage and coordinate closely with engineering, planning, procurement, stores and maintenance regarding tactical purchasing, material requirements planning, inventory control, warehousing and receiving.

  • Work closely with project managers to meet project-specific procurement needs. 

  • Maintain updated knowledge of upcoming procurement needs to forecast and manage potential Supply Chain impact. 

  • Liaise and coordinate activities with other PAL and other EIC organizations, contributing to the EIC-wide supply chain and common supplier initiatives. 

  • Other duties as assigned.

Qualifications: 

  • A Bachelor’s degree in Supply Chain Management, Business, Engineering, a related field, or an equivalent combination of education and experience.
  • Minimum of 5 years' experience in supply chain.  
  • Communication skills that are second to none – whether in written, verbal or presentation format, the ideal candidate has the ability to adjust their communication to the need of the audience. 
  • A true self-starter, who thrives in the ability to work and mitigate risks and issues on an independent basis. 
  • Strong leadership skills, proven through previous experience in directing, motivating and coaching team members. 
  • Experience building and maintaining relationships with internal and external stakeholders with diverse functional backgrounds.  
  • Must demonstrate flexibility, strong commitment to meeting deadlines, and solid decision-making skills. 
  • Strategic thinker with superior analytical, critical thinking, and problem-solving skills.
  • Experience leading large groups of personnel with complex operational objectives. 

Security Responsibilities:   

Incumbent must be able to obtain the required level of Government of Canada Personnel Security Clearance.
